BIP Plan and Goal Tabs Supporting Notes

1. What does this feature do? (High-Level Overview)

This document captures shared behaviors that apply across the BIP plan and goal tabs. It exists to support the four tab-specific documents with a single place for cross-tab rules.

Use this file together with Index and the tab-specific documents.

2. Who is this for? (Roles & Permissions)

• Stakeholders and product owners: Can use this document to understand how the plan and goal tabs behave as a group.
• Users with BIP edit access (manage_bips): Work with the rules described here in day-to-day use.

3. Business Rules & Enforcements

• Rule 1: Automatic STO progression can happen after the system evaluates weekly progress and confirms that the active STO met its SMART target for the required number of consecutive weeks.
• Rule 2: This automatic STO progression can apply to Maladaptive, Replacement, Caregiver Training, RBT Training, and Teacher Training plans.
• Rule 3: When all STOs in a plan are mastered, the system can move the LTO to In Progress if the plan has an LTO that is not already In Progress or Mastered.
• Rule 4: When the LTO moves to In Progress, the system sets its initial date based on the last completed STO and clears its end date.
• Rule 5: During start of services, if an active plan has only Not Started objectives and at least one STO, the first STO can move to In Progress.
• Rule 6: Current Progress can be recalculated from weekly progress data.
• Rule 7: For Maladaptive plans, Current Progress is expressed as an average with unit and frequency.
• Rule 8: For Replacement, Caregiver Training, RBT Training, and Teacher Training plans, Current Progress is expressed as an average percentage over time.
• Rule 9: When a plan or objective is marked Discontinued, the change is auditable.
• Rule 10: The core plan and goal rules do not appear to change based on payer, location, or age, although separate checker or warning layers may apply additional review rules.

6. What happens if…? (Edge Cases / FAQ)

• Q: Does automatic progression depend on the tab?
  • A: No. It is based on the plan and its objectives, not on one specific tab.
• Q: What happens if a plan has no STOs?
  • A: Start of services does not move anything automatically if there is no STO to start.
• Q: Is there a separate review layer beyond these core rules?
  • A: Yes. The BIP Checker can apply additional review rules and warnings.
